Cryptoeconomic Incentives PoC

We would like to launch a detailed plan for the crypto-economics of retrieval. In the earlier milestones, we will be handing out rewards based on network logs. We can use these logs to assess various attack vectors and to understand the incentives needed to keep a retrieval network healthy.

In time, the centralized rewards mechanism will be phased out and those running nodes in the Saturn network will receive rewards for their services in a decentralized manner.
