Fix the build of the container to the host update, maybe write a dnf plugin which triggers a rebuild on dnf update?

Alternatively, prepare an up-to-date fedora image and use that as base for all other images and do not update on test execution, this would also allow for better sync between container and host (install a trigger on the host which executes fly trigger-job after a dnf update on the host, or even setup the host package cache as the one and only available repo - would be quite some config chore I guess)
