grub-boot-success.service failed on fresh install #625

Describe the bug
After a fresh install of Silverblue and a reboot, running systemctl --user --failed shows that grub-boot-success.service failed.
The exact error is

Error canonicalizing /boot/grub2/grubenv filename: No such file or directory

To Reproduce

  1. Install Fedora Silverblue and complete the first boot setup
  2. rpm-ostree upgrade and flatpak upgrade
  3. Reboot

Expected behavior
I'm not really sure what exactly the service does but I don't think it should fail. Maybe it shouldn't run at all? I'm guessing this is an issue with the program and not with Silverblue's boot setup.
