Plymouth always use US / QWERTY keyboard layout

(Specific to Fedora Silverblue )

Describe the bug
Installed a Fedora Silverblue 41 with French / AZERTY keyboard layout but plymouth is on QWERTY layout to uncrypt disk (btw current layout is not displayed so I needed time to understand, on Workstation, it shows "fr" below password field).
Once booted, the keyboard layout is right.

To Reproduce
Please describe the steps needed to reproduce the bug:

1. Install Fedora Silverblue 41 with French locale with encrypted disk
2. Reboot and try to enter password

Expected behavior
Plymouth use the specified layout from anaconda

Should be fixed for new installation with Fedora 42.
