failures when uploading to us-east-2 and eu-west-3 regions

Not sure why but those two regions don't work for fedimg uploads.

aarch64 resouraces are currently available in 4 aws regions. Among them one of the region is us-east-2 for which fedimg upload doesn't work :/ We will most likely have Fedora Atomic Host aarch64 AMIs usable in remaining three regions until this issue get fixed.

AMI in us-east-2 region is getting uploaded since more than a month. Don't know what causes this fix but it's a good thing!
