Consider Full Address Issue

What we’re after

Full addresses are available through the API and in our PG dumps, but not in our bulk download files. This has been cited as a reason why heavy users use our API instead of the bulk downloads, despite their research being more suited to us of the bulk downloads. We should either remove the address from the API or add it to the bulk downloads.

Moving to icebox, according to Paul this has become a sensitive issue, so there will be no movement for awhile.
