Add case subject tooltip and new result language for archived MURs

What we're after

We want to let users' know that case subjects are only filterable for current MURs, not archived MURs. To do this, our first iteration will be to add a new tooltip and change the language in the search results.

• Tooltips are added to the case subject filter ("Case subject does not search archived cases") and updated language for case details ("Case details preview not available for archived cases")
