Consolidate setup_geom

All the testing scripts have a setup_geom routine. This needs to be consolidated as a
setup_sphere, setup_stellarator, setup_star_torus routines in src/surface_routs/geom_wrappers.f90. These routines should return a discretized surface, and also come with an option with returning interior/exterior points
