Link considerations to specific herds

Feature request: make it possible to associate a consideration with a specific herd in the grazing plan. Currently you can associate it with a specific paddock, and it shows in the rotations form.

Here is the original request:

Could management concerns be added for specific flocks? You have ones that can be set for specific paddocks, but I created a breeding flock group for the plan that has different life cycle considerations such as conditioning for breeding, breeding, weaning, flushing, etc. So far I'm making it show up as a consideration. Not urgent but something to think about.

Need to give this some thought... how would it show in the rotations form, etc...
