Create a High Level Reports page to index various reports

As we start adding various reports it would make sense to have a High level Reports tab that indexes all reports. For example today we have Paddocks -> Summary, Herds -> Summary, the Grazing Chart See #52, and our plan is to add other reports and analysis over time. Some of these need to be linked into specific pages based on work flow but these could be short-cuts.

Some discussion and planning for the best way to handle this needs to happen.
