Configure misses Observation #119

Configure will not reset the observation

Expected behavior
When a new config is loaded via configure, the observation space and type should change. Also a series of quantities initialized at the start of the init method in F110Env will not update for free.

Planning on writing a test to show this behaviour, and fix
