Pull DB connection from config #26

We currently have a hard-coded dummy string but obviously we'd want folks to pull that from a config or secrets file.

Need to change / check:

The app
The Data repository
The Akka.NET HOCON config.

We'll also want to update the README to tell folks where to add it.
