Using <l>+<lb/> works perfectly with single verses. But when you put them inside a <lg> there is an extra paragraph at the beginning of each verse. Here is an extract of encoding:

The encoding looks fine to me, this is the output with the 20191130 build:

From what I see, there are two problems:
<lg>s are ignored = there is no additional spacing separating them from each other
if the verse/prose switch is active, <l>s inside <lg>s get an additional line break after the line number in the red circle that other <l>s do not get.
