Draft first crack at Kubernetes deployment.

Setup local cluster for testing
Define Helm Chart that includes:
HA replicated cluster of Postgresql DBs
Scalable nginx deployment serving Angular app
Scalable Laravel PHP deployment serving API backend
Scalable Socket.io deployment serving web sockets
HA cluster of Redis cache
