2. review:

3. wrote cast test doc for new devnet

1. Create an issue to layout the work required for e2e test of new features.
2. Continue to deploy a new testnet after feature: sgt as msg.value op-geth#19 is merged.
3. Prepare a tool to handle scalar: choose a proper scalar for mainnet optimism#93
4. Investigate Add l2 blob da-server in devnet docker optimism#82
