I want to surface that engine_getBlobsV1 spec PR has been merged

I won't be able to attend but would like to know the impl status of other clients and remind everyone of its importance in light of recent solo stakers orphaned proposal concerns.

I would continue discussion regarding the engine API and how the CL needs to pass/receive requests as a sidecar.

Want to check if we can merge these PRs for the next Pectra devnet release:

• engine: Make execution requests a sidecar, take 2 execution-apis#591
• eip7685: Pass execution_requests_hash to is_valid_block_hash consensus-specs#3950

These are the current release targets: ethereum/consensus-specs#3954
