Replicate next button at bottom of capture and materilaization form

Problem
Users tend to fill forms out linearly, so when they are done with a long form (like the 2nd page of the capture or materializations), they are at the bottom of the page and expect the "next" action there.

It would be nice to add a "Next" button to the bottom of the captures page and a "Save and Publish" button to the bottom of the equivalent materializations page.

I assume you would also want the Test button at the bottom as well?

Yes - we will be duplicating all the buttons to the bottom of the page.
