Vale not taking config file from doc/.vale.ini

With new vale version 3.0.6 , vale --config='doc/.vale.ini' sync is giving the error [Windows]

open : The system cannot find the file specified.

I can see most of the repo has .vale.ini in root folder. Is this a requirement with new version?
It was working fine with same vale config path with 2.29.6
Tested with github repo and getting the same error where no file found failed documentation check

You need to move your vocab from $StylesPath/Vocab to $StylesPath/config/vocabularies, as mentioned here.

You get a better error message when actually running Vale, but I'll make the message with sync more clear in the next release too.

@jdkato , Thanks for the reply. I did a work around to make $StylesPath working by setting Vocab=../../Vocab/<custom vocab> in .vale.ini instead of default path/config/vocabularies. But the issue I am facing with new version 3.0.6 is if my .vale.ini config file is in /doc/ folder, Vale was not able to detect it when I run the command
vale --config=doc/.vale.ini sync

E100 [.vale.ini not found] Runtime error

no config file found

But its working when I move .vale.ini to root directory

Is there a work around to keep the config file under doc and still make the new version work?
