Remove extra drive-to before inspection

Describe the improvement you would like to see
Currently we have a waypoint to the location we want to take an inspection, followed by the inspection itself. This first drive-to may be unneccessary. We should test not including it.

How will this change existing functionality?
It will simplify missions by halving the number of tasks.
