issues/PRs that go towards combining datasets / responses go here

1. Combine gen datas on forward_model_ok and in responses.json (could perhaps do in 2 PRs?)
2. Use parquet format (prefer writing it w/ polars) for responses and observations
3. Move observations parsing to configs
4. Make response configs generic
5. Combine datasets (should be way smaller than last time)
