fix task creation form #690

as we don't have test for it, task creation form driffted off.

submit button only check fields, not actually submit
- nothing is shown in logs, as it it isn't connected at all
reset button & help request doesn't do anything
- consider moving to feedback form for requesting help
it seems that the vee-form isn't linked to any of our code
from what I tried, we must pretty much rewrite all the components to use vee-form correctly and be able trigger events
