Заменить const-декларации на let #7

См. TODO в src/compiler/ComponentDeclaration.ts

Если пропсы были объявлены как const-переменные, нужно заменить const на let, чтобы обновления правильно работали.

Пример:

function MyComponent(props) {
    const { a } = props;
    const b = props.b;
}

Везде const нужно заменить на let
