implement golden model for KILT integration with node-js

The KILT SDK is js-only. Let's first show the entire flow for #15 as simple and quickly as possible

first PoC

demonstrate:
two local nodes:

• encointer-node (initialized with bootstrap_demo_community.py)
• https://github.com/KILTprotocol/kilt-node (https://docs.kilt.io/docs/develop/sdk/chain_setup/standalone-chain-setup/)

1. Verify that //Alice has reputation on encointer
2. register CType on KILT
3. register DID for //Alice on KILT
4. issue credential for Alice's DID on KILT
5. verify her credential

end-to-end public demo

wrap the above into a service which exposes an jsonrpc websocket like personhood oracle with identical signature
goal:

• have a public demo deployment to
• fetch reputation form Gesell chain and
• issue on KILT's testnet https://docs.kilt.io/docs/develop/sdk/chain_setup/peregrine-chain-setup
• write tutorial how people can set up their own community on gesell and play through the whole flow:
  • based on https://book.encointer.org/tutorials-register-community.html
  • write a new follow-up tutorial
