Update get_inferred_is_a()

Currently get_inferred_is_a() doesn't do much inferences as indicated by the name. But having the possibility to infer is_a relations on a specific class without having to run a reasoner on the whole ontology is useful feature.

Improve the reasoning capabilities of get_inferred_is_a() and document included and excluded reasoning capabilities.
