Inclusion of IPDPS in HPC area

Earlier there were some proposal to include IPDPS in HPC area #361 unfortunately the issue was closed without any action.

At that time, each area was limited to have only 3 conferences. Now some areas have "optional" conferences like Databases, Architecture etc. May be a compromise is to include IPDPS as an optional conference in HPC area. The data presented in the earlier issue should be enough to justify this, but if needed, we can provide additional up to date information.
