v1.0.3 - Final 50a Bug Fixes

This will be the final release of InfraRedstone for Minecraft 18w50a.

• fix a crash when placing a cable above certain devices.
• fix a bug preventing encoders from being able to properly interact with devices which implement EncoderScannable or SimpleEncoderScannable
• modify encoder logic to allow scanning through another block, like comparators
