Steps to reproduce

  1. Try to send a message when on bad connectivity
  2. Realise that it’s not sending
  3. Switch wifi
  4. Wait ~30s for it to retry sending

Outcome

What did you expect?

The act of changing network (or spotting other traffic is successfully sending) should kick the retry mechanism into doing another retry immediately

What happened instead?

It seems to ignore network connectivity state and waits for the next retry timeout.
