Should be able to go to a room by fragment if I'm in the room and can click it in the room list

Description

If you're sitting in a room and refresh Riot, the fragment persists as #/room/#whatever:domain.com. If domain.com goes down prior to your refresh, when Riot comes back it says #whatever:domain.com is unavailable at this time`, however I can click the room in my room list and access it just fine.

Steps to reproduce

Requires 2 homeservers.

• In a room, set the canonical alias to be on homeserver2
• On homeserver1's account, go to the room
• Bring down homeserver2
• Refresh the page for homeserver1's user

I'd suspect the same failure occurs when changing the fragment directly, instead of having to do a full page reload.

I've seen this a lot more often with errors like #matrix:matrix.org is not available.
