Sonarcloud scan can fail but still be marked successful #27315

Steps to reproduce

The sonarcloud job failed due to a network / server flake but was marked successful. This left the actual results job just pending forever.

Sounds like an issue for https://github.com/matrix-org/sonarcloud-workflow-action or SonarCloud forums as https://github.com/SonarSource/sonarcloud-github-action does not have issues
