Notifications Bell – New Access Point for the Notifications panel

Disassociate the Notifications (Bell) icon from the Room Header – Moving this to a more global area of the app layout.

The bell icon at the top right corner seems to have vanished recently (around Element 1.11.45).
Where has it been moved?

(The mention/notification pane is very useful.
It might deserve its own full view).
