https://github.com/matrix-org/element-web-rageshakes/issues/16231 appears to show megolm keys being encrypted with olm, but then never sent via to-device messages.

I suspect something weird in the indexeddb layer, but it's hard to be certain

An attempt to debug element-hq/element-web#23548: let's see if we can figure out where the to-device messages are getting lost.
