Target: nsis exe on windows

Issue:
Failed to uninstall old application files. Please try running the installer again.: -1073740940

Only a few (so far about 3) of our customers are impacted (reported).

Windows version: 10.0.22631, 10.0.22000
CPU: AMD Ryzen 5 PRO 5650U with Radeon Graphics
