Clarify if SLO privileges doc for 8.16 are wrong #4720

Description

In a PR created by support (#4643) our colleagues were reporting that the SLO privileges doc was wrong because it was missing some needed permissions.
I confirmed that during a call with @AkashPrakashShinde , but I hadn't performed my own tests.

While analyzing the proposed changes on #4643 I realized that the content of that document should be accurate per #4229

The objective of this issue is to clarify all this:

  • If the doc is really accurate and we reproduce the missing permissions issue then we should report it as a product issue (cc: @dominiqueclarke ).
  • If docs and product are correct we need to understand what exact scenario caused the trouble reported by support.
  • If we confirm doc is missing anything we should apply the change.

Resources

I'd recommend to perform an easy test such as:

  • Create a user with the minimum privileges documented.
  • Create a SLO and try to reproduce the issue reported in the linked PR.
