[APM] Remove "All" option from the environment selector in data views

Summary

We're preparing to change how data is displayed by environment by making this more determined - both in agent configuration and in the APM app. We start by removing the option to view "all" environments, because essentially viewing mixed environment data is not all that useful. The reason for adding the "All" option in the first place was to be able to show all services regardless of environments. We're changing the agents to set a default environment and make the option more obvious to users setting up.

Solution

• Remove the "All" option from the environment selector in our views
• Show total number of services regardless of environment ([APM] Service Inventory: Display count of services that are not in the selected environment #85470)
• Remove the environment column from the Service inventory view
• Change default selected environment to the environment with the most services (the new default agent config will be production)
• Store selected environment in local.storage
