Sample Data: Add button disabled

Describe the bug:

The Add button is disabled on the Sample flight data card for a user with role of kibana_user.

Steps to reproduce:

1. Log in to Kibana as a user with role of kibana_user.
2. On the home page, click the link for Sample data.
3. On the Sample flight data card, the Add button in disabled.

Expected behavior:

The Add button should be clickable. If the user doesn't have the correct permissions, an error message should pop up.

I created an explicit role called flightrole which had access to the kibana_sample_data_flight and privileges all and assigned this role to the user who already had kibana_user role assigned. I was able to view the Add and Remove buttons to the same flight data.
