Attempting to add workpad navigates to sample data page

Describe the bug:
When one doesn't have a canvas workpad, the filler content has a CTA to add a new workpad, clicking this link rather navigates one to the sample data page, even if one has sample data already installed.

Steps to reproduce:

1. Navigate to canvas, when no prior canvas has been created
2. click the add your first workpad CTA link
3. watch yourself get navigated to sample data page

Expected behavior:

User doesn't get navigated to the sample data page, but rather a page that does what the CTA clicked says

This should no longer be an issue when #200203 is merged - after all, if the user cannot navigate to Canvas without a workpad, they shouldn't ever see this empty prompt.

@nreese What do you think? In your PR, if the user manually navigates to Canvas via URL, will they see this empty prompt?

That is correct. #200203 will hide canvas until workpads are available.

#200203 is only targeting 9.0 so this issue exists in 8.x but I would consider this a nano priority (lower than low).

I recommend closing the issue since we are only prioritizing critical bug fixes for canvas.
