Summary

As a result of [APM] Deployment-agnostic API tests #193245, some tests were left unmigrated to the deployment-agnostic model since we don’t yet have a service for ML available in DeploymentAgnosticFtrProviderContext.

This issue aims to migrate those tests once that service becomes available.

TODO: Link the issue for creating the ML service that is currently blocking this one.
