[Console] Request highlighting not aligned

There are occasions when the blue highlight doesn't align correctly with a request in Console.

Just to add some context: we had to move down the bottom border so that actions panel stays inside the blue box. If we simply move the border up, the actions panel will be partially outside for single-line requests:

Another limitation: we can't move the top border up (to allow space for the actions panel) because it would go above the top of the editor:
