[Dataset quality] Breakdown field does not hydrate from URL.

Original install method (e.g. download page, yum, from source, etc.): dev

Describe the bug:
While visiting Dataset Quality details page with breakdownField pre configured in URL, the breakdown field on Degraded docs section does not reflect the URL's breakdownField state.

Steps to reproduce:

1. Goto Dataset Quality page with some data streams listed.
2. Click on a data stream and go to Dataset Quality Details page for that stream.
3. Change the breakdown field under Degraded docs section and notice that the chosen breakdown field is reflected in URL by the pageState.breakdownField key.
4. Refresh the page (or use browsers ◀ and ▶ buttons) and notice that the breakdown field would be initialized with no selected value.

Expected behavior:
The breakdown field selector under Degraded docs section on Dataset Quality Details page should respect the pageState.breakdownField value.
