Part of #187323

  • In Fleet Settings UI show a section on which remote outputs are being synchronized
  • Add ability to remove a remote output from synchronization in Fleet Settings UI
  • When removing the synchronization on a remote output, it should update the toggle in the remote output config. Subsequent install/update of integrations should not trigger an install/update on the remote ES.
