Describe the feature:

Users have noted that it would be nice to create or update a monitor via a single API endpoint.

Describe a specific use case for the feature:

Users need to test if a given monitor/id exists before they try to PUT it to the Synthetics API. They'd like an idempotent endpoint to call that allows them to create or update a given monitor.
