[Console][Monaco] Autocomplete suggestion is shown behind panel resizer

Describe the bug: The autocomplete suggestion looks floated but is drawn behind the panel resizer in the center, which may make users feel the Z-order is unnatural.

Steps to reproduce:

1. Go to Kibana > Dev Tools > Console.
2. Type in GET _.
3. Resize the autocomplete suggestion to the right.

Expected behavior: The autocomplete suggestion is drawn over the panel resizer.
