[Dashboard] Copy to space doesn't copy the image panel

Kibana version: 8.14.0 BC4

Browser version: Chrome latest

Original install method (e.g. download page, yum, from source, etc.): From staging

Describe the bug: When you copy a dashboard between two spaces - image panel is not getting copied if the image was uploaded to the panel. If image was added in as a link - then it gets copied without any issues.

Steps to reproduce:

1. Have two spaces and create a dashboard in one space with image panel (image is uploaded)
2. Copy the dashboard from space a to space b
3. Image panel is empty
