[Security Solution] Fix the periodic pipeline for the Rule Management tests

Summary

Tests owned by the Rule Management team that are tagged as @serverless are being run in the so called periodic pipeline. The builds are currently broken:

• See the Rule Management Cypress test runs here (internal).
• See the Rule Management API integration test runs here (internal) -- they are currently mixed with other teams' tests until a split is implemented.
• See all the periodic Cypress test runs here (internal).

We should skip all the failing and flaky tests and enable only those that are critical and stable.
