[Infra] Improve loading of the alerts section in the asset details

Summary

The alerts section is taking too much space when loading, and when it's loaded without data, the section is collapsed, shifting elements in the UI. This is not an ideal experience.

Suggestions

• Improve the loading of the alerts embeddable so it doesn't take so much space in the UI
• Load the embeddabe with the section collapsed and expand it when there is data

Hey @crespocarlos, thanks for raising this - this would be really good.

@smith - Now we've completed alerting work on Hosts to MVP, I'm wondering when it makes sense to do this.

I'm thinking about:

• Do it as part of the template work we're doing to as part of migrating containers (probably not the current epic but maybe as part of this issue?

• Do it as a prerequisite for going to GA with Hosts (whenever we do that)

• Some other time?

Any thoughts of when it's efficient to get done?
