Kibana version:
8.13.0 (haven't checked prior)

Describe the bug:
When the layer editor is open, the user is allowed to scroll beyond the UI.

Steps to reproduce:

  1. Open the layer editor
  2. Scroll down

Tested this on main on Safari, Chrome, and Firefox and was unable to repro - closing for now.
