Enable APM/Infra+Profiling integrations by default for all Cloud deployments

As we've disabled Profiling integrations by default for all environments, we now need to enabled them for Cloud because there Profiling is configured and enabled by default.

See reference PR on how it was done previously for profiling plugin.

There is also a PR that adds docs for Cloud user setting for profiling plugin, but I don't think we need to do this for integrations because there are a dedicated UI settings in Kibana already.
