"add Panel" menu hidden under other elements

Describe the bug:
When you have a smaller window size. When you clicke the "add panel" button in a dashboard the menu can appear under other elements which can lead to several items being impossible to reach without resizing the window.

Steps to reproduce:

1. Create a new dashboard
2. Click "Add Panel"
3. Reduce the window height

Expected behavior:
All items should be visible or scrollable

Temporary fix will be to add a scroll bar and a max-height to this popover. Longer term, we'll be headed towards #144418
