Summary
This is the first stage in an effort to reduce unnecessary CI usage. Draft PRs will no longer trigger a full CI run automatically. A PR author can add the label
ci:run_on_draftand retrigger the CI (push, mergemainor@elasticmachine merge upstream) to bypass this restriction.More info: https://github.com/elastic/kibana-operations/issues/32
