Implement rule muting features in the Rules table

Preview Give feedback

1. Add the Muted column (shown as Enabled in figma), on click call the muting API, sync with @CohenIdo for details. We can go with an optimistic rendering approach here
2. Add the select box column and bulk select row with additional details, select all button and bulk actions relevant to selected rows
3. Add the bulk action drop down, behaviour as described below (same as SIEM rules)
4. If only muted rules are selected- only “Unmute” option is enabled
5. If only unmuted rules are selected- only “Mute” option is enabled
6. If muted and unmuted rules are selected- both options are enabled
7. Add tests for this behaviour
